Abstract: In order to deepen the implementation of ecological civilization construction, establish and improve a long-term mechanism for the protection and development of forest resources, and solve the problems of endogenous power, long-term development, and coordination of forest resources protection effectively, taking Hanjiang district of Yangzhou as an example, we'll lay a foundation for further implementing the forest administrator system through the basic analysis on the conditions of implementing the forest administrator system in the regional scope, and putting forward relevant countermeasures and suggestion.
