Abstract: From the perspective of closed-loop management of development planning, this paper analyzed the history of development planning evaluation, and pointed out the phenomenon of "attaching importance to writing and thinking little of evaluation" in development planning. The evaluation of forestry and grassland development planning is classified from three dimensions of content, time and level. The content and technical methods of evaluation of development planning are analyzed. Based on the "consistency" evaluation theory, actual results with the planning objectives are compared from basic situation, target recognition, scale, result evaluation, causal analysis and feedback. Main contents include objective evaluation, tasks assessment, and implementing mechanism.Furthermore, planning environmental impact assessment and social stability risk assessment are analyzed. The method is used for case study. The evaluation of forestry and grassland development planning in the new period should be fully combined with the assessment of forest administrator system, and the results of monitoring and evaluation of forest and grassland resources and ecological status to perfect the modern management system of forestry and grassland.
