生态文明建设背景下昌都市林业和草原保护发展规划指标体系构建研究

Study on the index system construction of forestry and grassland development planning in Qamdo under the background of ecological civilization construction

摘要: 昌都市位于西藏东部,地处横断山脉和三江(金沙江、澜沧江、怒江)流域,素有“藏东明珠”的美称。基于生态-经济-社会协调发展框架,解析了新时期生态文明的内涵和特征,分析了规划指标体系构建的必要性。依据昌都市生态文明的区域性特征,按照“先建后选”的思路,基于生态文明理论,按照生态—经济—社会协调发展指标体系的理论框架,遵循设计原则,参考上位规划指标体系,构建生态保护、经济民生和基础保障三个子系统组成的保护发展指标体系。

Abstract: Qamdo is located in the eastern part of Tibet,located in the Hengduan Mountains and three rivers (Jinsha River,Lancang River,Nujiang River),known as the "Pearl of East Tibet".Based on the framework of coordinated development of ecology,economy and society,this paper analyzed the connotation and characteristics of ecological civilization in the new period,and analyzed the necessity of constructing planning index system.According to the regional characteristics of ecological civilization,three subsystems,containing construction of ecology,economy and people's livelihood and security protection development index were established,based on the theory of ecological civilization and ecological-economic-social harmonious development framework.
