Abstract: China has identified 49 national park candidate areas, among which Gaoligong Mountain National Park candidate area is included. In 2024, the People's Governments of Yunnan Province and the Tibet Autonomous Region jointly submitted the establishment plan of Gaoligong Mountain National Park, which will officially enter the establishment phase upon approval by the National Forestry and Grassland Administration. Since 2021, Yunnan Province has initiated the establishment work for the Gaoligong Mountain National Park candidate area, conducting extensive preliminary basic work including comprehensive scientific investigations and surveys of contradictions and problems, as well as in-depth demonstration and research on scope delineation and functional zoning. At present, there remain multiple challenges such as imperfect management mechanisms, insufficient law enforcement and judicial capabilities, underdeveloped ecological compensation mechanisms, weak talent foundations, and other potential risks. Targeting these existing problems and potential risks, this study proposes feasible suggestions, which not only lay a solid foundation for the subsequent construction and management of Gaoligong Mountain National Park but also provide a valuable reference for the establishment of other national parks.
