基于共同管理的海洋类自然保护地规划研究及启示——以大堡礁海洋公园为例

Research and enlightenment of marine protected area planning based on co-management: a case study of Great Barrier Reef Marine Park

  • 摘要: 澳大利亚、加拿大等发达国家已相继建立起较为完备的海洋类自然保护地规划体系,而我国的海洋类自然保护建设尚处在初探阶段。以澳大利亚大堡礁海洋公园为实例,分析其规划体系,指出其通过分区保护、协作保护珊瑚礁和水资源来保护海洋生态系统和生物多样性,通过在进行海洋活动时尊重环境和法规、可持续捕捞等环境可持续的方式来使用资源,且在开发与保护的同时较好地传承了原住民文化。对我国海洋类自然保护地建设提出三点建议,包括建立完备的法律法规体系与分区保护、完善当地居民参与机制和协作保护海洋资源。

     

    Abstract: Australia, Canada and other developed countries have established a relatively complete marine protected area planning system, but China's marine protected area construction is still in the preliminary stage.Based on Great Barrier Reef Marine park in Australia as an example, this paper analyses the planning system, points out its through partition, collaboration, protect coral reefs and water to protect the marine ecosystem and biodiversity, respect the environment through the activities of marine and environmental laws and regulations, sustainable fishing to use resources.And in the development and protection at the same time, inheriting aboriginal culture well.Then, three suggestions are put forward for the construction of marine protected areas in China, including the establishment of a complete system of laws and regulations and zoning protection, the perfection of local residents' participation mechanism and cooperative protection of marine resources.
