Abstract:
Dynamic assessment and optimization of industrial planning are crucial for achieving high-quality development of regional industries. This paper evaluates the mid-term implementation effectiveness of the “Qujing Modern Forestry and Grassland Seedling Development Plan (2020-2030)”. Utilizing comprehensive industry data from 2021 to 2025 and employing a goal-consistency analysis method, it systematically examines issues revealed during the plan’s execution, such as a disconnect in the technology chain, inadequate integration of the primary, secondary, and tertiary industries, and an underdeveloped market system. Building on this analysis, the study constructs a four-in-one optimization path model encompassing “structural optimization, technology empowerment, market deepening, and policy integration.” The research confirms that systematic planning requires integration with dynamic adjustments to remain effective continuously. This model provides practical guidance for transitioning the industry from scale expansion to quality and efficiency-driven growth and offers a reference template for similar regions.
