As a country dominated by public ownership, state-owned forest resources occupies an important position in our country's forest resources.However, state-owned forest resource management faces problems such as the loss of management and protection personnel and insufficient resource utilization efficiency, which is not conducive to the sustainable development of forest ecology.Therefore, it is necessary to make creative supplements to the management system of state-owned forest resources.The trusteeship of state-owned forest resources is a management model that entrusts state-owned forest resources to enterprises, collective economic organizations and individuals.It is different from traditional natural resource transfer and contracting methods.By clarifying its legal nature and proposing corresponding normative measures, it provides legal guarantee for the development of state-owned forest resource trusteeship activities.
