Abstract: Ecological resources are the foundation of economic and social development. The abundance and quality of ecological resources are a refection of the comprehensive potential and strength of a region. Ecological construction must follow objective laws of ecological adaptability and regional distribution. This article analyzed the research overview of ecological civilization construction, and explained how the construction of ecological civilization can coordinate with high-quality development, which is a key question that must be answered in the development of the national economy and society. How to set the indicators of ecological civilization construction scientifically, reasonably, and systematically, is the key to Chinese modernization. Finishing these analyses, systematic strategies such as index potential measurement based on functional and benefit requirements, index convergence analysis based on coordinated development system, and ecological network construction based on reasonable layout of points, lines, and planes are proposed. It aims to reduce the blindness of ecological construction and improve predictability to adapt to the development requirements of new productivity and coordinating with the high-quality economic and social development.
