Study on the index system construction of forestry and grassland development planning in Qamdo under the background of ecological civilization construction

Qamdo is located in the eastern part of Tibet,located in the Hengduan Mountains and three rivers (Jinsha River,Lancang River,Nujiang River),known as the "Pearl of East Tibet".Based on the framework of coordinated development of ecology,economy and society,this paper analyzed the connotation and characteristics of ecological civilization in the new period,and analyzed the necessity of constructing planning index system.According to the regional characteristics of ecological civilization,three subsystems,containing construction of ecology,economy and people's livelihood and security protection development index were established,based on the theory of ecological civilization and ecological-economic-social harmonious development framework.
